Any sturdy wood surface can work, even a loose board — it just needs to be wide enough for the tool handles to rest against it when stored in place. Staple the end of your bungee cord to one end of the mounting surface. Lay it across the surface to the other end. Straighten the cord to remove the slack without stretching it too tight, and staple the other end in place.

Adding staples along the cord's length will create separate slots for your tools.
